Very. Rev. Alfred S. Baca, Episcopal Vicar

Fr. Al is a native of Southern California. Growing up in Orange County, he attended Cal State Fullerton, but before finishing, chose to enter the diocesan seminary for priesthood in the Diocese of Orange.

Fr. Al was ordained for the Diocese of Orange in 1989, serving as parochial vicar in various parishes. He received his license in Ecumenism and Inter-religion from the Angélicum in Rome. After returning to the Diocese of Orange, he served as Episcopal Vicar for Ecúmenism and Inter-religion for ten years.

In 2017, he was appointed to work for the United States Conference of Catholic Bishops in Washington, DC, as the Director for Ecúmenism and Inter-religion for the United States. Returning to California, he was appointed Director for Evangelization and Faith Formation for the Diocese of Orange.

As of July 1, 2022, Fr. Al has been assigned to the parish of St. Anne in Seal Beach as a Senior Priest. In July of 2023, Fr. Al was appointed once more as Episcopal Vicar for Ecúmenism and Inter-religion for the Diocese of Orange. In 2024, Fr. Al was appointed secretary for the Pastoral Provision, assisting those former Protestant ministers throughout the United States who request priesthood in the Catholic Church.

Father Hugh Barbour, O. Praem.

Fr. Hugh is a Norbertine of St. Michael’s Abbey in Silverado, California. He grew up in South Pasadena and is a convert from the Episcopal Church.

After earning a bachelor’s degree in classics from the University of North Carolina-Chapel Hill, Fr. Hugh entered St. Michael’s in 1982 and was ordained a priest in 1990. He earned a license in patristic theology at the Augustinianum and a doctorate in philosophy at the Angelicum in Rome. He has taught philosophy at St. Michael’s to the Abbey’s junior professed seminarians studying for the priesthood since 1992 and was prior of the abbey from 1995 until 2017.

Fr. Hugh has been active over the years in weekend parish ministry and in giving

talks and retreats; he has served as chaplain of the St. Thomas More Society of Orange County and as censor deputatus of the Diocese of Orange, and he is a knight commander of the Equestrian Order of the Holy Sepulchre. Since September 2017, he has been serving as a chaplain at Catholic Answers.

Deacon Thomas Concitis

Deacon Thomas (Tom) Concitis has been a member of the Orange Diocese Office of Ecumenism and Inter-religion since the Fall of 2014. In addition to his contributions for diocese events and activities, he is engaged with members from the Jewish Faith and the Church of Jesus Christ of Latter-Day Saints dialogues. Deacon Tom serves at Christ Our Savior parish in Santa Ana. Also, he participates in the City of Orange Homeless outreach.

Anthony Vultaggio, Commission Chair

Anthony Vultaggio is the Charitable Strategy Officer for the Orange Catholic Foundation. Prior to joining OCF, he had a distinguished 25-year career in financial services, where he specialized in Estate and Business Continuation planning as part of a wealth management team at Merrill Lynch. Anthony holds a Bachelor of Arts degree in classical philosophy with a minor in religious studies and the Chartered Financial Consultant and Chartered Life Underwriter designations from the American College. For the past two decades, he has served as the chair of the Ecumenical and Interfaith Commission for the Diocese of Orange. 

Pamela Ocampo

Pamela joined the Commission in 2025 and works with Very Rev. Al Baca in the Ecumenism and Inter-religious Department for the Diocese of Orange. Pamela has over 25 plus years of Human Resources experience with a focus on executive recruiting in the consulting and professional services industry.

Pamela believes that every day is a blessing and brings new opportunities of learning about the Catholic faith and the spirituality of other religions. Pamela is active in her home parish of St. Thomas More in Irvine, CA, where she on the Liturgy Committee, OCIA, marriage and baptism preparation, is Dame with the Equestrian Order of the Holy Sepulchre and has a strong devotion to the Blessed Virgin Mary and St. Joseph.

Dr. Michael Mullard

Mr. Mike Mullard has been a member of the Commission since 2010 and calls Mission Basilica San Juan Capistrano his home parish. Always having the desire to learn, Mr. Mullard is especially interest in the learning the spiritual interest of the Orthodox, Mormonism, Anglican Church, Evangelical churches and the multiple lineages of Buddhism and Hinduism.

Dr. Elysabeth Nguyen

Dr. Nguyen is a serial entrepreneur, scientist, philanthropist, and the CEO of the Our Lady of La Vang (OLLV) Foundation. She is largely responsible for the orchestration of the OLLV Shrine and Marian Gardens at Christ Cathedral. Dr. Nguyen is a midwestern native now residing in Southern California with her family. She has over 25 years of executive management leadership and was the executive producer of the Our Lady at the Center film.

Dr. Nguyen has won many awards for her work and in 2023, received three separate awards from three different organizations: Catholic Charities Auxiliary (as a recipient on its Inspirational Catholic Women list), the Orange Catholic Foundation (with the Bishop’s Award for Exemplary Business Integrity) and a Vietnamese community group. Dr. Nguyen strongly believes in the modern conversion to Catholicism through action.

Jeffrey Gibson 

Mr. Gibson has served in public roles for over three decades whether in public policy, business development, or ministry.

In public policy, his work has helped limit predators in neighborhoods and throughout California by founding, co-authoring, and leading the campaign for Jessica’s Law – California’s Predator Protection Act in 2006 which was the most widely supported penal code reform in state history.

In ministry, before entering the Catholic Church on Easter in 2025, Jeff cofounded and lead the Social Media Ministry at Saddleback Church where he helped lead the training of over 40,000 pastors daily while reaching up to 2 million with daily messages.

In business development, Mr. Gibson’s work as a strategist for major land uses, residential development, and infrastructure has helped resulted in billions of dollars of federal and state funded projects with his work being recognized by both houses of the California State Legislature.

He and his wife Jill live in Coto de Caza, CA, and are the parents of four children that attended Catholic or Christian schools from kindergarten through college graduation. Mr. Gibson attends morning mass nearly every day St Serra Chapel at the Mission Basilica in San Juan Capistrano.

John Hartmann

Mr. Hartmann joined the Commission in 2009 is an active parishioner at Sts. Simon & Jude Parish in Huntington Beach, CA. Mr. Hartmann has a strong interest in the spirituality of Orthodoxy.

Mr. Hartmann is happily married, has three children and five grandchildren. He claims he is a Cradle Catholic and is a Secular Discalced Carmelite so choosing a favorite saint is hard for him since there are so many great Carmelites to choose from, but if pushed, shares that St. Therese of Lisieux would be his favorite.

Mr. Hartmann has walked three different Caminos to Santiago de Compostela, a member of the Catholic-Orthodox book club. Mr. Hartmann is a retired forensic scientist and am keenly interested in science and religion topics, an avid non-fiction reader with half a dozen books in process at any one time, at least one on Orthodoxy, one on spirituality and one on religion, science and theology.
