Mission Statement
The Real Estate and Construction Department of the Diocese of Orange is committed to partnering with and providing parishes, schools, and other Diocesan managers and operators of real property “best-in-class” support to manage and improve properties to meet the objectives of the Diocese’s Strategic Plan. The Real Estate and Construction Department builds and supports the mission of the Diocese by providing consistent approaches to supporting the vision of the Roman Catholic Bishop of Orange.

Andy Hoover joined the Diocese of Orange in early 2020 to manage the real estate and construction activities for the Diocese of Orange. Andy has more than 26 years of experience in the management, design, healthcare properties. Through his commitment to excellence, Andy is instrumental in developing practical solutions that deliver wonderful experiences and integrates efficient and effective teamwork to provide sustainable operational, financial, and strategic results.

Ana joined the Diocese of Orange in July 2021 as Project Manager. She has over 20 years’ experience in project management and supports various departments on all-size projects. Ana’s background is in tenant improvement in the retail industry, including new construction, store remodels, and re-locations. Ana was previously employed as the Construction Manager for Brighton Collectibles, where she was responsible for all aspects of store construction, design, and maintenance.

Rich has spent his professional career within the Southern California Real Estate Asset Management industry. With 20+ years at Providence Health Systems SoCal / Little Company of Mary Hospital managing their LA County portfolio, he brings his experience in all areas of Real Estate Management to the Diocese of Orange. Rich and his wife enjoy living in the Coachella Valley and their 3 grown sons live throughout Southern California.

Michael Whitehouse joined the Diocese of Orange in July, 2022 as Project Administrator. Michael earned his Master’s degree in Business Administration from Chapman University. He brings a wide array of skill sets and experiences to the Real Estate and Construction Department. He is committed to furthering the vision and mission of the Diocese, through excellent service, creating solutions, and meeting the needs of the internal and external customers he serves. Michael attends Holy Family with his wife and 3 kids.

Carlos D. Soto

Carlos D. Soto manages assets owned by the Diocese of Orange since the Spring of 2022. He has also serves under the Bishop on special projects. In his professional career, Carlos served 31 years as Special Services Officer for the Orange County Sheriff Department, including Corrections, Transportation, and West Court, as well as spear heading a Community Work Programs.
Carlos has been an active member of St. Polycarp for a large portion of his life, assisting with the confirmation and young adult programs. Carlos holds several positions for the Knights of Columbus including Grand Knight, and a member of the Christ Cathedral assembly.

Ruth Snyder

Ruth Snyder joined the Diocese of Orange in December 2022 as Contract Administrator. Her professional career spans over 25 years in the real estate industry, with the first decade focusing on property management and subsequent years concentrating in land development and construction. Ruth thrives on acquiring new skills and in-turn enjoys helping others with their work needs. Ruth resides in Orange County with her 3 children, and on her free time volunteers for the Girl Scouts organization.
NETVENDOR
The Roman Catholic Bishop of Orange (RCBO) requires all on-site vendors, including general contractors, to enroll in NetVendor, the diocesan compliance management program. This is to be completed before a contract is fully executed. The process of approval through NetVendor includes review of required and submitted insurance documents, W-9 forms, any applicable licenses, and a criminal background check of the company’s principals. Vendors are required to maintain an approved status with NetVendor for the duration of the contract. Failure to do so may delay payment of invoices submitted for the work.
