Dear Brothers and Sisters,
As shepherd of the Catholic Diocese of Orange, I am entrusted with not only the spiritual well-being of our local church but also the physical safeguard of our most vulnerable members, the children and youth of our diocese.
I commend the manner with which my predecessor Bishop Tod Brown, diocesan staff and every single one of you who have responded to the implementation of the National Charter for the Protection of Children and Young People. Here in the Diocese of Orange, as in my former diocese, the Promise to Protect and the Pledge to Heal have been and will continue to be at the top of my priorities.
I have read and I am aware of and I applaud Bishop Brown's Covenant With The Fairthful, announced in January 2004. It is with great joy and determination that I too, along wih my brother bishops pledge to continue upholding the seven theses contained in the Covenant.
I Pray for the intercession of Our Lady of Guadalupe as we continue to work together for the protecion of all of God's children and youth.
